The arena was supposedly broken up into four seasons, being Spring, Summer, Fall, and Winter. It is assumed that this was one of the most challenging games due to a selection of highy skilled candidates due to the rules of the First Quarter Quell. This Hunger Games was the first Quarter Quell, and in this one, the Tributes were voted on by their districts as opposed to being reaped as to remind the districts that they were the ones who chose to sacrifice their children in the rebellion.

Usually, the Career tributes are the ones who get most of these supplies. If the Gamemakers feel that there has not been enough bloodshed recently, they will invite all of the tributes to the Cornucopia for a feast. Normally this feast features something desirable to the tributes, like food, armor, medicine, etc. Some still choose not to because these feasts usually result in a bloodbath.
Attendance is not mandatory, though the Gamemakers may try to tempt the tributes with something vital to their survival. Every twenty-five years, the president of Panem selects a card from a box made during the original establishment of the Hunger Games that makes a change in the rules of the reapings.
For the first Quarter Quell, or the 25th Hunger Games , each district had to choose the children who went into the arena. For the second Quarter Quell, or the 50th Hunger Games , twice as many tributes had to be reaped to go into the arena It can be assumed that four children were reaped from each district that year; Two boys and two girls.
That was the year Haymitch Abernathy won. For the third Quarter Quell, or the 75th Hunger Games , the tributes were reaped from the pool of existing victors. Katniss Everdeen was despaired when she heard this because her status as the only living female victor from District 12 assured her return to the arena. Many tributes and their mentors were killed before the games officially began, following an explosion in the Capitol and prior to the bombing, a tribute was executed after killing their mentor, while several other tributes were executed after trying to escape following the bombing, a further tribute died trying to escape and one tribute died of ilness before the Games began.
The chain of embarassments continued as the winner received illegal help from their mentor. Head Gamemaker Volumnia Gaul deleted all but the master copy of the recordings due to the games making the Capitol look weak. The 11th Hunger Games was won by Mags of District 4. It is said that Mags had the ability to construct baskets so tightly woven that even water couldn't seep through. This, along with her ability to make a fishhook out of seemingly nothing, most likely contributed to her victory.
After the failure of the 10th Games, many innovations were brought into place in the 11th Games, mostly at the behest of Coriolanus Snow, including the Victors' Village. This is likely the point where the games exploded into popularity and propaganda success as opposed to the low attendance and lack of interest shown to the first 10 Games.
The 25th Hunger Games was the first Quarter Quell in the history of the Games, and each district had to elect its own tributes as per the Quarter Quell rules written for the 25th Games. The victor of these Games wasn't alive when the third Quarter Quell started, though Mags and Woof were both older than the said victor.
The 38th Hunger Games included Porter Millicent Tripp of District 5 who won the Games despite sustaining a broken neck in the final showdown of the Games. The 45th Hunger Games included Chaff of District It ended with Chaff being victorious, though losing his left arm from the elbow and below in the process.
He refused to get a prosthetic replacement from the Capitol. Being a Quarter Quell, a special amended rule was enforced. Each district would be required to reap two eligible girls and two eligible boys as tribute into the Games. Maysilee and Haymitch made an alliance to help each other survive. This lasted until five tributes were remaining. The Capitol leaders and Gamemakers thought Haymitch made them look foolish with this stunt and deprived their audience a proper finale, and promptly had his family and his girlfriend killed as a result. Enobaria of District 2 won the 62nd Hunger Games , killing one of her former allies from the Career Pack by ripping open their throat with her teeth. This later became what Enobaria was best known for. She was encouraged to surgically alter her teeth, so they now end in points and are coated in gold, making them a flashy and deadly weapon.
Gloss of District 1 was the victor of the 63rd Hunger Games. I walk into the mentors lounge, the sound of chatter and laughter rings into my ear. Mags Flanagan, the red head that won the Eleventh Hunger Games. A gentle soul. She won her games by her own survival skills, one of the small group of victors to not resort to murder in their games. I grew a small crush on her, we often spent talking during the times we had been mentors, we agree on alot of things. My thoughts are interrupted when the doors open and Evangeline Herring walks in, all eyes fall on her.
She's all the talk in the Capitol at the moment, she used her beauty and charm throughout the games. Had the sponsors falling head over heels, no other tribute stood a chance aganist her. She is now dressed in a slim black dress and a very expensive necklace around her neck. Thesues lets out a scoff. I thought being a victor was something you fought for, not something given to you". I turn around to see Mags Flanagan, her usual crazy hair is now wrapped in a tight bun.

I was eighteen, finishing up schooling and about to begin working on the grain fields with my papa, but that dream was ripped from me when my name was called out. I was taken to The Capitol where I was paraded around, barely any decency. Had to stay in some sort of stable, nothing like the luxury these tributes have now. I was then put in some artifical forest.

Our convorstation ends as people start to take their viewing seats, Lucky pops onto the screen with few advertisements. Mags and I both move to the viewing seats, there are overall twelve seats one for each of the mentors.

Theseus has been mentoring District Eleven as they haven't had a victor yet, same with Gavyn Mckinnon from District Two, he's been tasked to mentor District Twelve. The Games were basically given a reset on the Eleventh Hunger Games, the first ten victors are pracitcally unknown as there is not much of records of them. Just sent back to their district to rot after winning.
The mentors lounge overlooks the cirty circle, we get one of the best views of the parade. The anthem blares and then the first chariot rolls out. District One, the stylist team always overdo it and this year is no expection. Theseus groans before taking a sip of his drink. The tributes bodies are decorated with different coloured gems. The boy stands well over six foot, his buzzed hair shows a striking scar on his left temple.
He already expects to be the winner this year. As more of the tributes roll out I loose interest, District Four tributes were beautifuly clothes in flowing fabric of different hues of blue, District Six was dressed in a black unitard, District Seven as the usual: trees. I notice District's Nine chariot roll out, Arista and Lukas are wearing a biege unitard and a bedazzeled cloth hanging off their bodies. Got to put it to the stylist, not the worst I've seen.
Next is District Ten the youngest pair of this year, both the age of fourteen. Districts Eleven and Twelve roll out and then the President's begins his speech, this is when I usually get up to get another drink. That's when the rumours come to me. Evangline was apperantly seen entertaining some elite in The Capitol.
Theres been word going around of the more desirable younger victors were prostituted but most people shrugged it off as some conspicary, or merely a scare tatic to the Victors. I nod slowly, when the voting stations were placed in District Nine people avoided it like the plauge.
They were placed infront of The Justice Building, of course voting was mandatory but people didnt rush to it.
